Why this exists

No single list of “where can someone go” existed. The shelter system and the treatment system are run by different governments and never connected, and nobody publishes live bed availability — so an outreach worker with a willing person makes phone calls on stale information and often loses them. This is the unified menu, and the live-availability layer that sits on top of it.

Availability is self-reported by facilities — a quick tap to say how many beds are open right now. Where a facility hasn’t reported, we show “call to check” rather than guess.
