Get free health coverage — Oregon Health Plan (OHP)

can be FREE
  1. OHP is Oregon's Medicaid. It is FREE for members: medical, dental, prescriptions, and mental health/addiction care, with no cost to you if you qualify.
  2. Single adults qualify — you do not need kids or a disability. The income limit for one adult is about $1,769 a month (state guide updated Feb 2026). There is no asset test.
  3. Apply online at one.oregon.gov (click 'Apply Now'), or
  4. Call ONE Customer Service at 1-800-699-9075, or
  5. Apply in person at any ODHS office or with an OHP community partner. You can apply for SNAP and OHP at the same time.

Get food money (SNAP) — fast-track in 7 days if you have almost nothing

FREE
  1. Apply online at one.oregon.gov (same portal as OHP), by phone at 1-800-699-9075, or in person at a local ODHS office.
  2. Tell them you need food NOW. If you have less than $150 a month in income and $100 or less in cash/bank, the state must process your case as 'expedited' and you get benefits within 7 days of your application date.
  3. You also qualify for the 7-day fast track if your income plus cash is less than your monthly rent and utilities.
  4. Show proof of identity — that is the main document needed for expedited SNAP.
  5. Benefits come on an EBT card. Normal (non-expedited) processing can take up to 30 days.

Help applying for disability money (SSI/SSDI) — SOAR / BEST

FREE
  1. SSI and SSDI are monthly Social Security checks for people who can't work because of a disability (including mental illness or addiction with another condition). Applying alone is hard — most people get denied without help.
  2. SOAR is a national model where trained caseworkers do the application with you, which greatly raises approval odds.
  3. In Portland, Central City Concern's BEST team (Benefits and Entitlements Specialist Team) does this work for people who are homeless. They build your case, coordinate medical and psychological exams, and pay for the exams.
  4. BEST requires a referral from a community partner — ask your shelter staff, case manager, or clinic to refer you. There are 140+ referral partners in Multnomah County.
  5. No case manager? Call 211 or email BEST and ask how to get referred.

Homeless veteran? Call the VA — 24/7

FREE
  1. Call 1-877-4AID-VET (1-877-424-3838). Free, confidential, answered 24/7. They connect you to your nearest VA homeless program. You do NOT need to be enrolled in VA health care.
  2. In Portland, go to the VA Community Resource and Referral Center (CRRC): 308 SW 1st Ave, Suite 155 (Lawrence Building), Portland, OR 97204.
  3. The CRRC has housing placement (HUD-VASH vouchers, Grant and Per Diem), case management, primary care, mental health, and employment help — all in one walk-in spot for homeless vets.
  4. CRRC hours: Mon, Tue, Wed, Fri 7:30 a.m.-4:30 p.m.; Thursday 10:00 a.m.-4:30 p.m. Closed weekends.
  5. In a crisis? Dial 988, then press 1 for the Veterans Crisis Line.

  1. Dial 211 from any phone in Oregon (works in Multnomah County). If your phone can't dial 211 (some internet/Wi-Fi phones), call 866-698-6155 instead.
  2. Phone hours: Monday-Friday, 8 a.m. to 6 p.m. Language interpreters are available. TTY: dial 711 then call 866-698-6155.
  3. You can also text your ZIP code to 898211 (Mon-Fri, 9 a.m.-5 p.m.) or email help@211info.org.
  4. Ask for shelter, food, ID help, health care, or anything else — they keep the live list of local services.
